Absolutey Filthy
I went there recently on a Sunday morning with friends, and we were appalled at how dirty this place was. The floors look like they haven't been washed in a month, the table was sticky, and the men's room was flooded due to a backed up toilet. The best part was that there were women waiting to use the men's room b/c their room was in even worse shape. I told the manager and he seemed disinterested.

Rude
The service felt like it was obvious they were trying to rush us out so that they could flip the table. They actually took away my plate without asking me and before I even finished eating. Incredible.

Poor Phone Skills
The person who answers the phone at night yells "HELLO ORDER" "WHAT ELSE!" "WHAT ELSE!" and then hangs up. He often hangs up on you if you pause too long between items (often this will happen due to surprise because of how loudly he is yelling). I'm not exaggerating. It's so strange and unnecessary and rude, I can't tell you... it really makes me hate ordering from this place.

Hmm...
The food's not bad and the staff have always been pleasant to me. A note about prices: They're different on weekdays vs. weekends. It's much more expensive on weekends.

Poor service
Unpleasant atmosphere and service. Waitresses with attitude make dining uncomfortable.

Diner for one
I like going on my own to this place. The counter service guy is attentive, though not obsequious. My cofee's always refreshed. They get me what I want fast. Don't order them to do anything freaky with your meal, it won't compute. If you want staff to kow-tow to your whims then you need to avoid eating at diners--better yet avoid eating out in NYC. I really like the waffles and sausage. Their syrup bites, but I'm a stickler for good syrup. Though with the quality of their waffles I overlook their syrup sacrilige, tree sap only please. Their fruit salad is also pretty darn good.

The Truth
Well, I have noticed that if you order from City, they do not treat you as a valued customer and the food quality and service is almost halved. If you are going to go there to eat, you might as well go elsewhere. If youre going to pay ridiculous prices, you might as well enjoy the food your eating as well as the environment.
